DO NOT Approve that or provide the password. The thief or whomever the thief sold the iPhone to is attempting to activate your stolen iPhone. As long as the activation lock remains on that iPhone, no one can use it.

The iPhone, at this point, is already wiped clean and passcode has been reset EXCEPT the activation lock will keep it useless to those who attempt to use it. You will not be able to track it and Apple will not be able to help.
