How can I get the mouse to scroll faster
It's going very slow when scrolling in Safari, and it's not in settings.

It's actually hidden in the Accessibility Settings. Go to System Preferences > Accessibility > Pointer Control, then you have to go even deeper, toward the bottom right there's yet another button: Mouse Options...
Click on that, and you finally have the setting where you can control Scrolling Speed.
