Missing Manage Payments under Apple ID

I’m trying to help my husband figure out why he’s missing the Manage Payments option when he goes into his Apple ID in iTunes and App Stores. All he has is Family Sharing and Country Region. It won’t allow him to use our Apple Cash to make purchases since two updates ago. I can’t even use my Apple Cash for making purchases, but that’sa minor issue right now. Has anyone seen this? Thanks

Are you the Family Organizer so your credit card is the card that is used for Family Sharing? If so, he can't add a card to his account.
