how do i connect icloud keychains on ipad and iphone

I am logged in on two apple devices, but the iCloud keychains/passwords are not syncing. What is the problem and how do I resolve it?

Did you turn Keychain on in the settings? If you are running iOS 13, you must also use two factor authentication in order to use Keychain.
