Have more than 4G of storage available on iPhone 11 but still “download” for iOS version 13.5.1 is failing due to storage availability. How much storage is required for the update?

At least 10% of the total capacity.

or, you can try to update your iPhone using a computer running iTunes (PC) or iTunes/Finder (Mac).

But, in any case, in such a situation you are at risk, and I'd suggest that you create a full backup of your device, then delete some stuff from your iPhone. DO NOT wait until your iPhone says: you're out of storage.
