set up time machine
When I try to backup to my external hard drive with Time Machine it says the hard drive is full. How can I delete some past backups to make room?

You cannot, you have to do one of two things, re-format (erasing) the current drive OR replace the current drive with a higher capacity External Hard Disk and transfer your existing Backups to the new External Hard Disk.
