Photo transfer to icloud folders

I can't believe how I can share my photos with every available drive and app in my ipad/iphone but still I can't share them to my icloud folders like before. I used to select them and "copy" them to my icloud folder. Can anybody explain to me why? I spend hundreds of my hard earned dollars in a device where something so basic is not available. Apple should add copy and "MOVE" option to the photos from the photo app to the icloud folders.
