iPad Mini 2 as writing tablet?

1. Please can anyone advise whether I can use my iPad Mini 2 as a writing tablet? I understand that I will have to download an additional programme to enable this and purchase a stylus pen.
2. If I can enable it as a writing tablet, can I then link this to my Toshiba Satellite Pro laptop to take part in online discussions and make comments on documents on screen?
