My phone keeps saying it’s full storage after I deleted some stuff and I bought more storage. It keeps saying it’s my phone storage that is full. I can’t open my apps either

How about moving your files from iPhone to your desktop/laptop and then doing a restore? It will certainly help. Most of the time the storage shows full even though you might have deleted the apps because of app data/cache.
You can't buy more storage for an iPhone unless you buy a new one with more.
You rented iCloud storage and it is not added to the device.
My storage says full and I turned off or deleted half my apps and still says full
