how do you split clips, I have one on top of the other and when I try to move one they both move?

Are these audio or video clips? Could you post a screen shot with an explanation of what you are trying to do?
Video clips in the upper timeline can be moved freely. Video clips in the lower timeline that are beneath a clip in the upper timeline are attached to the upper clip. As you have found, if you move the lower clip the upper clip will move as well. You need to slide the upper clip over so that the attachment handle is on another clip, and then move the lower clip.
With audio clips that are beneath a video cip, you can place your cursor on the audio clip and, while pressing down, pull it straight down until the attachment handle becomes uncoupled. Then you move either clip free of the other.
