iCloud no longer allows for download photos on Windows 10?

I've just reinstalled iCloud 11.2 on Windows App store. The "download photos" is no longer an option. This is a key feature that's been removed -- can someone share how/what they're doing to pull photos (full size) off from iCloud photos?

I have an iPhone and up to date PC Windows 10 Home edition.

The location/method has changed from earlier versions. See the "Download your photos and videos from iCloud Photos" section of Set up and use iCloud Photos on your Windows PC - Apple Support
