missing text messages

I am unable to send or receive text messages from certain people. some i can and some I cant. what are the settings to receive text from everyone on android or ipnone?

I have tried imessage on and off.

iPhone SE, iOS 13

You will need to turn on SMS: Settings app > messages

I can’t receive text messages from Android phones. Ever since I updated to 15.6, I can’t receive text messages from android phones. Yes, I’ve made sure in Settings>Messages> that MMS and group messaging are turned on. It actually seems to work better with them turned off…but even then, I have to toggle them on and off and restart my phone to check and see if I’ve gotten any messages from someone with and android phone (such as my husband). Suggestions.
