Boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and and try downloading and installing from there. Be sure to have a minimum of 25 GB of free space available. Much more if possible.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.

On Mojave and later versions of macOS the AppStore redirects users to the Software Updates preference pane from which the installer can be downloaded.
Hope this information helps you a lot.
Kindest Regards

I'm using Sierra which is before Mojave. There is no Software Updates preference pane.
