iCloud deleted all my files, how can I restore them if they are gone from restore area also?
iCloud deleted all my files and I can not restore them because they are not under restore. Why would this happen? How can I resolve this?

iCloud doesn't spontaneously delete files unless you were short on iCloud storage space in which case you would've seen numerous messages/notifications about it.
If the missing files aren't in the Recently Deleted folder, then they are permanently gone.

In addition to what zinacef has written, Ydestiny22, make certain you are logged into the Apple ID you expect to be on.
Each Apple ID has separate iCloud storage.
