offloaded apps

if an app is offloaded can it continue to track my location or not at all?

I’m guessing the OP really does mean offloading. That’s a feature whereby you offload the app to save space but the data belonging to the app is preserved. To answer the question - no, an offloaded app cannot function in any way until is redownloaded.
