It requires a wifi connection to download the update.

Make sure you are connected to wifi:

Connect to Wi-Fi on your iPhone, iPad, or iPod touch - Apple Support

If you can't use wifi, you can also update with your computer:

Update your iPhone, iPad or iPod touch – Apple Support
