Assuming you mean an actual iTunes or iCloud backup, not just syncing to iCloud Photos, yes.

But I wouldn't. Keeping them in a backup means you can't view them. To use them, you must restore that backup to your phone and that will overwrite whatever is on your phone at that time. It is not wise photo management.
