I purchased a new IPHONE 11 pro from Apple. I have already migrated my information from my old XR to the new one. Do I need to remove the SIM card from the XR and put it into my new Iphone 11 pro?

As mentioned it will have a sim card if you selected a carrier when purchasing, however, whether or not it ships with a sim card, does not stop you from using the sim card from your XR in the iPhone 11.
You can of course contact your carrier and have them transfer your service plan to the sim card in the device if one is there, or to an entirely new sim card or even set it up on the eSim in the iPhone 11 if your carrier supports it.
What you do is entirely up to you.
