I spent hours deleting all of my pictures out of iCloud yesterday only to discover today that they are all back in the cloud. How do I permanently delete all of my photos out of iCloud before I delete my iCloud account?

As per the article https://support.apple.com/guide/icloud/delete-and-recover-photos-and-videos-mm08b49040b5/1.0/icloud/1.0

Deleted photos and videos are placed in the Recently Deleted album, where they remain for 30 days before being permanently removed. To delete photos or videos sooner, go to the Recently Deleted album, select the items you want to delete, then click Delete [number] Items.
