My iPhone XS Max plus won’t send SMS to non iPhone users. I thought maybe it was the device but my work phone (iPhone 6) won’t either so I have to assume the network or WiFi is the problem. I have tried doing it both ways. I have reset phone and network and still no resolve. Any help?

Start here If you can't send or receive messages on your iPhone, iPad, or iPod touch - Apple Support
if the link doesn't work contact your cell phone provider SMS is their feature.
