I have a 2020 13" MacBook Pro at OSX 10.15.7. the latest version of Catalina. Since going to Catalina, the Photos app will freeze. The only thing I can do to unfreeze it is force quit Photos and restart it. I have 16GB of memory on the MacBook Pro, keep my Photos library in iCloud, and have less that a thousand images.

My Photos library is on my laptops hard drive which has plenty of free space. No one is sharing it and if the data has gotten corrupted, then raise you hand Apple and take credit for it. Apple needs to fix this App.
Possibly - but we are not Apple, and in any case, waiting for Apple to fix it isn't going to get you up and running any time soon.
At the very least, I'd suggest running through the trouble shooting steps described in the link.
