Since 11th October (possibly around when I upgraded to 10.15.7), I am getting folders in the recycle bin called
Recovered Files # (1 through 24). See screenshot. Can I safely ignore these?

They all have empty _Lock files in subfolders which are named similarly to the way photos is naming stored orininals. I've had a few photos crashes recently. I assume then that these are related.
As long as these files are not items you need to save, then empty the Trash.
Folders named "recovered files #(number)" in the recylce bin.
