Why does my MacBook Air constantly overheat when it barely has any tabs open or applications running?

I bought my MBA in late September of this year, and it always over heats and has the fan running on high, even if I only have one tab/application open. I bought it refurbished from apple, and its a 2020 model so it shouldn't be running this slow. I've used barely any of the storage, and it has a 1.1 GHz Quad-Core Intel Core i5 processor. It's up to date on software and other than the heating issue it works well, but I don't understand why it heats up so much when it's barely doing anything. I use safari and not chrome as well, but it doesn't seem to make a difference. How can I solve this issue?
