Cannot be done directly from a "dead" iPhone however you can use its backup file form iCloud or a computer if you have it created.

You can also Google search for third-party companies that my offer the service that you are looking for.

Those are 2 very different issues.


A non responsive device has no data to recover.


The death of an account holder means going through some steps.
