Phone number limit only 7 digital

Hi everyone or staff of apple. I'm here to ask the question. Why phone number have only limit 7 digital? Can anyone tell me the reason? I asked this because I have meet this problem in Cambodia. It like that. If It like that, It must be not fully of the phone number.
