The carrier lock is not on the SIM card, it is recorded in Apple’s activation server. You need to contact Verizon and ask them to remove the carrier lock. See ➡️ How to unlock your iPhone for use with a different carrier - Apple Support

You might first check to see if it IS SIM locked; Verizon generally does not lock phones unless a phone is financed through Verizon.

Go to Settings/General/About and see what it says for Carrier Lock.
