How do I prevent multiple downloads of files

How do I prevent multiple downloads of files? Every time I try to download a file, nothing happens, and I click again and then I get two (or more) downloads of the same file. This is annoying. I want only one download.

When clicking Once, the Server is maybe slow to respond. Just give it a moment to process the request.
