PC doesn't recognize iPhone plugged in via USB/lightning cable

How can I get my Windows 10 PC to recognize a new and fully charged iPhone SE, plugged in to a USB 2 port through a lightning-usb cable. I've tried different USB ports on the PC and different cable combinations. All elements of the connection work in other uses.
