iPhone 12 Mini will not save the password for my voicemail
The Iphone 12 mini will not save the password for my voicemail. I cannot setup my voicemail until that happens. What is the problem?

Voicemail is a feature provided and managed by your carrier. Please give them a call to set up the voicemail properly. If you run into issues, as you already have, with your carrier as well, then they can assist you in troubleshooting and resolving the issues.
