Can I get the weather widget on my ipad

The tags appended to your post suggest that you have an iPad with iOS9 installed. If so, you have an iPad2, iPad3 or iPad mini1 - none of which can be updated beyond iOS 9.3.5 (WiFi Only) or iOS 9.3.6 (WiFi+Cellular).

Widgets are not supported by iOS9.x.

If your iPad is an old 8-10-year old iPad still running iOS 9, then no.
