I can’t disband my family. I see “stop using family sharing “ however it’s blocked out and I’m the organizer. How do I stop family sharing.

The reason is shown in your screenshot. Also see the following from: Leave Family Sharing - Apple Support

If there are children under 13* in your family group, you must transfer them to another family before you can disband yours.
