I don't get it. If I change the email address and password, isn't that creating a new Apple ID? What I want to do is to get a new Apple id and password for a family member who has been using mine to update and purchase apps.

Not when you simply edit the information of an existing AppleID. That is what the “change your Apple ID” document discusses. Your AppleID is an account with Apple, which is identified by the primary email address you use to login in. You can edit that email address to change the name that you login under without altering the underlying account.

Your family member will need to make their own AppleID and can the use that with family sharing to maintain use of things purchased under your AppleID.

If you simply change the primary login email address and password of your existing AppleID, then you lose nothing at all. If you make a new AppleID, then yes - purchases cannot be transferred to a new AppleID nor can iCloud data be migrated or moved to a new AppleID.

But you can edit the information of your AppleID as needed without losing anything at all -> see: Change your Apple ID - Apple Support

If you change the email address and password of your existing Apple ID, that doesn't create a new ID. It is still the original Apple ID.
