have tried restarting in recovery mode but it will not

MacBook Pro 17″, OS X 10.11

Hi,

Resetting NVRAM could solve the issue.

Reset NVRAM or PRAM on your Mac - Apple Support

If it doesn't help, try option+command+r which could starts recovery mode to install macOS on your MacBook Pro.

Use macOS Recovery on an Intel-based Mac - Apple Support
