What happens to my backed up data if I stop paying for more iCloud storage?

If you stop paying for whatever iCloud storage plan you have (beyond the free 5 GB plan), once the plan expires, you will loose all data beyond the free 5 GB.

Unfortunately, there is no guarantee what 5 GB of your total usage will remain.

You could backup all your iCloud data (though iCloud backups don’t seem to be user accessible) to your own drives, and restore whatever will fit into the free 5 GB after the loss of your additional iCloud storage.

As for iDevice backups, you can always perform such backups to your own drives.
