Apple Music is a subscription service allowing you to stream anything in the library. You can also downlod songs for offline listening; but you cannot copy these songs to another device (you wold have to re-download). And, more importantly, you can only stream or listen to downloaded songs as long as you pay the subscription. If you stop the subscription download songs won't play.

If you want to keep songs permanently you can purchase from the iTunes Store in iTunes or the Apple Music app in Catalina or iOS. These songs are bought on an individual (or album) basis and are yours to keep. The library here is in fact larger than the Apple Music one.
