phone unlock

i tried unlocking an iphone it is already paid off but the carrier states that the iPhone is unlocked that I can switch it to a different carrier but when I put in the sim card it states that the phone is locked. i contacted the carrier and they told me to contact apple support.

Wrong address, sorry.

Only the carrier whom that device is locked to can unlock it (if you're eligible), as per these instructions:--> How to unlock your iPhone for use with a different carrier - Apple Support
