I want to send photos from my windows to icloud photos, and then sync those photos with iphone 11, is it possible? or do I have to download one by one from the icloud drive?

Follow the steps in the 'Upload your photos and videos to iCloud Photos' section of:
Set up and use iCloud Photos on your Windows PC - Apple Support
Then, according to the footnote, "You can view the photos and videos you uploaded in the Photos app on iCloud.com and on all your Apple devices."
