An error occurred loading the update

I've been trying to download the Big Sur for a month but after so many tries the same message shows up '' An error occurred loading the update '' .

I have 36.06 GB free space on my storage , and the 12.23 GB Big Sur Installer is already downloaded !!

And i have a fast internet connection on my Macbook Air 13 2017 .

What is needed to get the new Update ?

MacBook Air 13″, macOS 10.15

Quit all applications.

Startup in Safe Mode.https://support.apple.com/guide/mac-help/start-up-your-mac-in-safe-mode-mh21245/mac

Try installing the update.

I have tried several time in safe mode and it still doesn't work, it downloads fine but won't install, it just continually restarts every 10 seconds or so and nothing else, I have tried for months.
