No, there’s no mechanism to do that. If your using messages in iCloud then deletions are instant and permanent. If not, messages are included in a backup, but iCloud backups get over written when a new backup occurs. And you can not restore a backup selectively. Restoring a backup replaces the entire device content with the content from the backup.
