How can I update to iOS 13 for my iPhone 6 without getting a new phone? My apps won't update or even use the older model to accommodate my phone.

You can’t. Actually, no phone can be updated to iOS 13, which has been retired. An iPhone 6 cannot be updated past major release 12, currently 12.5.2.
