My iPhone, updated to 12.5.2, bluetooth button remains off and won’t turn turn ON, with little gear wheel rotating and spinning. It will turn on and off by itself. Frustrating. I’ve tried soft and hard resets. Any ideas?

settings - general - reset - reset network settings.

you will only need to re -enter known wifi password.
