How to sync photo albums across devices?

My iPhone photo albums don’t sync with my iPad or MacBook. All devices share the same Apple ID, iCloud photos is turned on on all devices. iPhone 11 Pro, iPad Air 4, iOS 14.4.

Make sure that you’re signed in to iCloud with the same Apple ID on all of your devices that you want to use with Shared Albums.

Thanks. Like I said, all devices use the same ID. And by the way, this is not about shared albums.
