I am unable to send photos from my iPad 7 to those who use androids. There is no option to enable MMS that I could find in the settings.

I can’t send messages from my iPad 7 to those with android phones. How do I fix this?

Do you also own an iPhone? If not, you cannot send messages to Android phones.
