How can I reset icloud on iPhone, when I don’t have opportunity to connect with this iCloud and have new Apple ID

Why can't you connect to iCloud? What happens when you try? Error message(s)?
Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.

Try a forced restart.
