Does the ringer have to be ON for calls to come through in Do Not Disturb mode?

The ringer works exactly like it would without DND - if it's set to silent then your phone vibrates instead of ringing.
Do Not Disturb settings control which calls from who come through, not the ringer. So if you want only certain people to get through, you have to pick that in the settings.
