Separate iTunes account (Not library), ACCOUNT

I have one PC on a Windows 10 with two separate iTunes libraries but now, I would like to give the other person who shares with this computer their own separate iTunes account so they can pull up their own content and make their own purchases, etc. How would I accomplish this task?

Windows, Windows 10

There's no "iTunes account" or "iCloud account", it's all an Apple ID.

They'd need their own Apple ID. Sharing Apple IDs tends to cause problems, too.

Create a new user on Windows 10, and they'd then log into that and use iTunes with their Apple ID from there.

Family Sharing can then be set up to allow purchases and many subscriptions to be shared, too.
