I am trying to unlock my iPhone 7plus the instruction call to take the SIM card out of the old phone and install the new SIM card

insert the new one from the iPhone 12 is this correct just to unlock the old phone 7 plus?

Yes, you have to have some SIM in the old phone to restore it as a new device. If it already has a SIM you can use it.
