It may be that one or the other or both devices need a fresh battery charge.
Plug your keyboard into the Mac mini as if you were charging it. The mini should connect to the keyboard and allow you to login. The mouse may require time on a charger as well.

Apple wireless keyboards and the Apple wireless trackpad can operate as wired, using a Lightning cable.
