Can I convert a WiFi iPad to a “cellular” iPad and pay for data. Buying WiFi only was a mistake

Can I convert a 2nd generation iPad to include to have “cellular” capability by installing a SIM card and paying for a monthly service for the data? It was foolish of me to purchase it this way. But it was the best I could do at the time.

It is not possible to change or modify the internal hardware components of an iPad.

A WiFi Only iPad cannot be transformed into a WiFi+Cellular model. Stopping short of replacing the iPad with a different model, the only ways that you can access Cellular services from a WiFi Only iPad are to use the hotspot feature of a mobile phone - or a Cellular Broadband Router (often known as a MiFi Router) - to access Cellular networks.

You perhaps also need to be aware that WiFi Only models of iPad do not have an GPS positioning capabilities.
