every time I try to download or make a purchase on apple it says payment not completed and i can’t figure out why

If it's also saying to contact iTunes Support have you done so ? If not you should do as instructed and contact them e.g. http://www.apple.com/support/itunes/ww

Do you have a VPN? If so turn it off. Then try making the purchase again. Worked for me when all the more complicated solutions failed.
